In accordance with the Mayor of Ulaanbaatar’s Order A/520 issued in 2020, a competition was announced for the concept and design of the reconstruction of the City Property III building, also known as the “Urt Tsagaan” Service Center.
As part of this competition, the Standing Committee of the Ulaanbaatar City Council reviewed the top entries for the “Urt Tsagaan” Service Center concept design competition on July 31, 2020.
A total of 28 teams submitted entries to the competition, including professional design firms, individual artists, university students, public organizations, NGOs, as well as teams from Russia, Sweden, the Netherlands, and China. The submissions were posted on the Urban Development Department’s website to gather feedback from the public.
A total of 55,823 citizens participated in the voting. The competition jury, established by the Mayor’s order, evaluated the entries and selected the winning design. The first-place award went to the submission by MGL E&C LLC, which scored 89.4 points.
The main concept of the winning design was to preserve the historical “Urt Tsagaan” name while transforming the site into a car free street. The design integrates the three eras of Ulaanbaatar past, present, and near present into the building’s architecture. This approach maintains the building’s original purpose while promoting youth engagement, creating a social hub for young people in the city.
